Strengthening cross-sectoral coordination, building institutional capacity, and improving data and information systems are among the key recommendations highlighted in this WRI working paper on advancing vertical integration for climate adaptation in large, decentralized countries. Drawing on comparative case studies from Indonesia, Brazil and India, the paper identifies key challenges and opportunities for enabling more coherent, equitable, and sustainable adaptation action. These practical recommendations can be particularly valuable to the CHAMP community, offering insights into how multilevel governance can be strengthened in practice based on real-world experiences across the three countries.
