About CHAMP

Climate action starts where people live

Local and subnational governments are closest to where people experience the impacts of climate change most directly, and are often responsible for delivering many of the solutions needed to reduce emissions, strengthen resilience, and improve lives.

Yet local action cannot succeed alone. National governments play a critical role in shaping policy, mobilizing finance and creating conditions that allow climate action to scale.

CHAMP was created to strengthen this connection.

What Is CHAMP?

The Coalition for High Ambition Multilevel Partnerships (CHAMP) for Climate Action is a global coalition of national governments committed to working more closely with cities, states and regions on climate policy, implementation and finance.

Launched at COP28, CHAMP helps ensure that local priorities and investment needs are reflected in national climate planning and decision-making. Through stronger multilevel partnerships, countries can better translate climate ambition into action in the cities, states and regions where solutions need to be deployed.

How CHAMP creates impact

1. Strengthen multilevel climate governance

CHAMP enhances the visibility, role and contribution of subnational governments in achieving the goals of the Paris Agreement.

2. Catalyze partnerships for local delivery

CHAMP helps countries strengthen the partnerships needed to implement climate commitments and accelerate action on the ground.

3. Unlock climate finance and investment

CHAMP supports efforts to align investment with local priorities and improve pathways for climate finance to reach cities, states and regions.

Together, these priorities help bridge the gap between national climate commitments and local implementation.

How the coalition works

About us

Steering Group & Co-chairs

The Steering Group is the principal governance body of CHAMP, composed of representatives from CHAMP-endorsing countries and guided by two Co-chairs, Brazil and Germany. It is responsible for providing strategic direction, ensuring accountability, and elevating multilevel climate action in global policy and finance.

The Steering Group holds overall strategic responsibility for the CHAMP Implementation Roadmap 2026–2028.

Subnational Advisory Council

The Subnational Advisory Council helps ensure that the experiences and perspectives of cities, states and regions are reflected throughout the coalition's work.

The Subnational Advisory Council operates in an advisory capacity and provides a structured mechanism for subnational leaders to inform CHAMP's strategic direction, advocacy and implementation.

Secretariat

Hosted by World Resources Institute (WRI), the Secretariat serves as the operational backbone of CHAMP, supporting coalition coordination, knowledge sharing, communications, partner engagement, and delivery of key events and activities.

Friends of CHAMP is a network of partner organizations that support the coalition through technical expertise, research, advocacy, capacity building, knowledge sharing and communications.

Together, the Friends of CHAMP help countries strengthen multilevel partnerships and advance the coalition's priorities on governance, implementation and climate finance.
