In this working paper, the UN Environment Programme and Institute for Housing and Urban Development Studies examine how local and regional governments have historically engaged in global environmental governance, with a specific focus on the Rio Conventions (UNFCCC, CBD, and UNCCD). Informed by a literature review and expert consultation process, the analysis reveals a maturing but uneven landscape of involvement across conventions. It highlights key entry points through which global agendas have been influences, identifies persistent structural and institutional barriers, and makes recommendations on how to enhance effective multilevel governance. To national governments, it highlights ways of institutionalizing multilevel governance, embedding local and regional governments into national planning, reporting and implementation processes.
