The European Union has a strong track-record of establishing enabling EU-wide policies, structures, dedicated initiatives and funding to support national and subnational climate action, which is key to achieving the block’s climate and energy goals. This report highlights practical examples demonstrating how stronger engagement with cities can support the delivery of climate and energy policies. It explores how multilevel governance can help turn national and global climate commitments into concrete action, including projects, investments and emissions reductions at the local level. As a CHAMP endorser, the EU’s experience provides valuable examples of multilevel approaches aligned with CHAMP’s objectives and lessons that can inform and inspire other endorsers.
